The State in International Relations: Lack of an Overseeing Authority?

A 6 page discussion of the contention that that the central problem in inernational relations is that no supreme authority exists to temper the interrelationship of the various states and that, in effect, that states are left with only the option of self help. Uses examples from Europe and Asia to disprove this contention.
